Attachment 1 Page 1 of 1 ATTACHMENT 1 Pursuant to Section 63.11(b) of the Commission‘s rules, Applicant hereby submits a foreign carrier affiliation notification regarding its recent affiliation with a foreign carrier in Tanzania. 47 C.F.R. § 63.11(b). Specifically, Vodafone Group Plc, the parent corporation of Globalstar USA, Inc., has indirectly acquired a 31.5% ownership interest in Vodacom Tanzania Ltd. ("VTL"). Response to Item 6 —— Tanzania is a WTO Member, and the foreign carrier discussed above is a mobile wireless service provider. VTL is not a monopoly provider of communications services, and does not have sufficient market power on the foreign end of the route to affect competition adversely in the U.S. The foreign carrier listed above also holds substantially lower than 50% of the international transport and local access markets in Tanzania. Response to Item 7 —— Tanzania is a WTO Member country. Applicant is currently authorized to provide service to each country pursuant to Sections 63.18(e)(1) and (e)(2) of the Commission‘s rules.
