(“MCI WorldCorn”). My business address is Two International Drive, Rye Brook, New York, 10573. 2. I am responsible for the accounting rate negotiations with Telefonos De Mexico, S.A. de C.V. (“Telmex”), MCI WorldCorn’s correspondent in Mexico that resulted in the accounting rate change contained in the accompanying modification filed with the Commission herewith. I am making this affidavit based on my knowledge of the accounting rate negotiations with Telmex and the representations of MCI WorldCorn’s country manager for Mexico who participated in the accounting rate negotiations with Telmex. 3. MCI WorldCorn has not bargained for, and has no knowledge of, exclusive availability of the new accounting rate with Telmex. MCI WorldCorn has informed the foreign administration that U.S. policy requires that competing carriers have access to accounting rates negotiated by the filing carriers with the foreign carriers on a non-discriminatory basis. 4. MCI WorldCorn has not bargained for more than its proportionate share of return traffic.
