Please explain in the area below why an STA is necessary:
We are doing preliminary research in beyond line of sight, over the horizon assured communications in satellite denied environments. This problem is identified by USSOCOM ( https://www.socom.mil/SOF-ATL/SOFHardProblemsDocumentLibrary/USSOCOM%20ST%20Mission%20Assured%20Communications%20-%20MAC%20MegaTalker-01Mar18.pdf ) and ongoing programs are noted in the congressional budget request ( https://www.dacis.com/budget/budget_pdf/FY19/RDTE/N/0204163N_220.pdf ). To support future Small Business Technology Transfer (STTR ) project applications anticipated in the 2020, we would like to make some basic near-vertical incidence skywave (NVIS) measurements using very low power radio sources in the high frequency bands. Because the measurements involve the ionosphere, we cannot conduct measurements in an anechoic chamber of shield room.

Special Temporary Authority application - Purpose of Operation

Please explain the purpose of operation:
We shall perform low power propagation measurements of the ionosphere scatter of high frequency radio signals using the technique of near vertical incidence skywave (NVIS). The goal of this work is to determine the minimum power required to send short (<64 bytes) of data using low data rate, narrow bandwidth modulation, as a function of frequency band. We shall use the data from these measurements to test our propagation model and to guide development of electrically small antennas for assured communications applications. Although initially planned to support DoD requirements, we anticipate application to first-responder and emergency management missions following natural disasters and similar scale national emergencies. Our experiments will use a signal with bandwidth of less than 100 Hz, with a transmitter output power of less than 100mW, and at frequencies between 4.00MHz and 4.10 MHz, 7.20MHz and 7.35MHz, and 14.35 MHz and 14.45MHz. Although the anticipated range of operation is less than 100 km, we shall carefully monitor the planned frequency ranges and only operate on frequencies with no received signals. In addition, because of strong interest in low power operations, we shall quickly move to lower powers as the experiments allow. Finally, we plan to use very short transmission, using on-off keying of a continuous carrier, one second on, one second off, for no more than 10 seconds, with a duty cycle of less than 50% transmit time to receive time. We plan to conduct transmission no more than six times an hour and for no more than four hours a day.
