Please explain in the area below why an STA is necessary:
Wimberley Valley Radio, Wimberley, Texas, hereby requests a 30-day Experimental Special Temporary Authority to immediately build and operate a 100 watt FM station to provide emergency information to residents of Wimberley, Texas, and the surrounding community, in the wake of major and persistent flooding. The group has a Construction Permit to build a 26 watt LPFM station at the same location (KWVH-LP), but cannot immediately obtain the required 2-bay antenna, and is not ready to begin normal full-service operation. An STA is required because the on-hand one-bay antenna would exceed the LPFM interference standards for reception of 2nd-adjacent station KLBJ-FM, over one house containing two people. Also, a power level exceeding the limit for LPFM at this HAAT is being requested. In short, the proposed facility would not be grantable as an LPFM, but still would not cause interference to more than 2 people.

Special Temporary Authority application - Purpose of Operation
Please explain the purpose of operation:
The proposed temporary station will continuously provide vital emergency information to Wimberley TX and the surrounding area. There is major flooding and damage over a wide area. A dozen or more are deceased or missing. Electricity and telephone service is out in much of the most damaged areas. The station will continuously air emergency information including road closures, school closures, and locations to get emergency recovery information. An Emergency Services Center has been established, but few have shown up because they didn’t have a way to hear about it. No other local electronic media are specifically addressing the Wimberley area. There is coverage to other areas, but not specifically the Wimberley area. This proposal has the support of the Hays County Sheriff’s Department, the county’s Office of Emergency Management, the Wimberley Volunteer Fire Department, and Wimberley EMS. Each organization has a representative serving on the station’s Community Advisory Committee, and include us in emergency updates. The station intends to be connected with the integrated Public Alert and Warning System to assure prompt notification of crisis situations. Wimberley Valley Radio is already feeding this emergency information via an internet stream. But to reach a much wider audience, it needs to be on the air. Equipment is already on hand. Operation could begin within hours of approval.
