Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
A STA is neccessary to allow the MARS/CAP modification to be performed on my personally owned UHF/VHF radios (currently a Yaesu FTM-350AR and a Yaesu VX-8GR) so as to allow extended transmit capabilities on the GMRS/FRS frequencies. This STA will allow the vendor (Ham Radio Outlet - Woodbridge) to perform the MARS/CAP update to my radios.

Special Temporary Authority application - Purpose of Operation

Please explain the purpose of operation:
The purpose of the operation is to test the interoperability of GMRS/FRS hand-held units with existing UHF/VHF radios when used in Emergency Response situations. Currently, the FEMA supported Community Emergency Response Team (CERT) training offered by VDEM at the Fairfax EOC recommends the use of FRS radios for pre-first responder personnel during an emergency event. Additionall, the Emergency Response plan for employessa of the FBI at the Patriots Plaza II facility is relying on the use of FRS hand-helds for communications between various units in the event of an emergency. The higher power allowed under by GMRS license (WQY324) and the overlap of the GMRS and initial FRS frequencies should allow for better communications between various FBI personnel during an emergency event. Currently, I hold an Amateur Extra license, a GMRS license, FEMA trained, and I have completed the ARRL EMCOMM course.
