Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
We are participating in US SOCOM experimentation at Sebring, Fl last week of February 2013 through 1st week of March 2013. Registration requires an STA for transmission with NTIA approval as well even on military frequencies. Our device is an interfact to military radios or any 1st responder radio to another radio cross band. It takes the audio from one and is used by the 2nd radio to expand or reduce the distance of transmit. It is soldier worn but can be used anywhere even a communications center. We requested Military Frequencies and Military radios for this test. We do not know yet the exact frequencies but do know the bands are military UHF, VHF, HF and Satcom UHF. Possibility of a short test on Amatuer Frequency on HF, Call Sign KJ4AYT to ensure the system is up and running.

Special Temporary Authority application - Purpose of Operation

Please explain the purpose of operation:
To experiment and demonstrate the interface. This allows a soldier to interface one radio/band with another to allow all operators access to a special forces operation. To extend the range of communications through Cross Band operations. Our device only passes the audio from one radio to another for retransmit. It auto detects the correct audio in/out levels and establishes the correct PTT (Push to Talk) The second experiment is for a wired Intercom system for security for soldiers encamped and should not need the STA but they are requiring it anyway.
