Special Temporary Authority application - Purpose of Operation

Please explain the purpose of operation:

To provide temporary video broadcasting for the Volvo Ocean Race held in Newport, RI. Video Transmissions will be held from a Radio Camera Chase Boat, Helicopter Downlink, Handheld Videos, and Onborad Radio Cameras. Tranmissions will occur offshore and be broadcast to a rooftop at Fort Adams staging arae onshore. The Helicopter will fly at a elevation of 3000 feet or less and will limit its transmission to offshore only.
