Please explain in the area below why an STA is necessary:
This application is part of an experimental high altitude balloon flight to test novel radio systems developed at VT. The maximum flight duration is 12 hours. The original launch window for the flight was scheduled for a two week period in late April / Early May, then was delayed until the month of July. Therefore, temporary authorization is appropriate. PLEASE NOTE: The flight did NOT occur during the original intended flight window, nor during the second rescheduled flight window, due to payload integration delays. This request is simply a requested change to the Operation Start and Stop Dates to adjust to the rescheduled launch window around Late Aug (still within the 6 month window of the original STA granted). All other information (exhibits, station details, etc.) are identical to the previous request.
