Please explain in the area below why an STA is necessary:
An STA is required to authorize immediate, intermittent, low-power use of government spectrum in conjunction with a rocket launch-range tracking station being constructed on Guam. This station will be owned and operated by Vertical Circuits, Inc. (a TRW subsidiary) to fulfill the requirements of a contract with the National Space Development Agency (NASDA) of Japan. The purpose is to authorize use of a low-power (<30 mW), collimation tower boresight transmitter to calibrate and test receivers and other equipment in preparation for operational support of rocket launches from the Tanegashima Space Complex. Launches will support sun-synchronous NASDA HIIA spacecraft and missions to the International Space Station.
