Please explain in the area below why an STA is necessary:
DARPA is participating in the U.S. Army Network Integration Exercises (NIE). NIE is a US Army integration exercise that is run out of Ft Bliss TX and uses the White Sands NM missile range (north of Ft Bliss) for the exercises. DARPA is using Vanu, Inc. commercial cellular equipment as the communication base station equipment for the exercises.

Please explain the purpose of operation:
DARPA will operate two (2) GSM cellular base stations that are mounted on military vehicles. The vehicles will move in the test area as part of military exercises. Each cellular base station supports approximately 30 handheld mobile smart phones that are carried by soldiers in convoys and on foot. White Sands Missile Range NM. Coordinates for test range for the trials are a rectangle: Lat: 33.02.00 N to 33.15.00 N Long: 106.11.00 W to 106.28.00 W Request 930.0 - 931.0 MHz for the base station transmitters. This will be adequate to support the 2 base stations. The mobile phones will transmit on 885.0 MHz - 886.0 MHz so this spectrum is requested also. Note: The base stations are capable of operation anywhere in 925 - 960 MHz band, so this request can be flexible in the exact frequencies, if there are conflicts. The mobiles transmit on a frequency that is 45 MHz lower than the base station frequency.
