Special Temporary Authority application - Explanation
Please explain in the area below why an STA is necessary:
The applicant requests a 6-month Special Temporary Authority (STA) to support an experimental missile telemetry flight test launching from NASA Wallops Flight Facility (WFF). The hard launch window opens on November 1, 2026. An STA is critically required because a standard conventional license (Form 442) cannot be fully processed and cleared through the multi-agency NTIA cycle before the fixed range launch window opens. Granting this temporary authority prevents severe program delays, operational hardships, and critical defense milestone slips, allowing the near-term test flight to proceed on schedule while the permanent license application is reviewed in the background.

Special Temporary Authority application - Purpose of Operation
Please explain the purpose of operation:
The purpose of this operation is to collect high-data-rate flight tracking and instrumentation telemetry during a short-duration missile test flight over the NASA Wallops sea range. The vehicle utilizes a 30 Mbps downlink requiring a 24M0G1D emission designator (Quasonix TIMTER transmitter, ARTM Tier I SOQPSK-TG modulation, LDPC 1/2 FEC). Operations span two adjacent S-band segments to conform with automated regulatory boundaries: 2250.0–2300.5 MHz and 2300.5–2350.0 MHz. Hardware configuration consists of a 20W Transmitter Power Output (TPO) paired with a -3 dBi Haigh-Farr wrap-around antenna, resulting in an Effective Radiated Power (ERP) of 10 Watts. Interference mitigation relies on a strict two-phase protocol: (1) During pre-flight pad integration and range compatibility checks, ground engineers retain remote access to the avionics suite and serve as an active stop-buzzer contact to instantly terminate transmissions via ground link if interference is reported. (2) Post-launch, the airborne vehicle operates autonomously with transmissions strictly time-bounded to a single, 180-second suborbital profile over the Atlantic Ocean. No other over-the-air ground testing will occur. A single, discrete center frequency will be pre-coordinated and assigned by the WFF Range Spectrum Manager prior to launch.
