Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
A Special Temporary Authorization (STA) is required to support temporary Digital Aeronautical Communications System testing. This testing is for proof of concept of new radio designs of the University of South Carolina (USC), supported by a grant from NASA, under NASAs University Leadership Initiative. The new radio designs offer improvements over existing schemes (such as LDACS and AeroMACS) in terms of throughput, and robustness to interference. We had previously requested this authorization via Boeing, as we were planning to fly in their 2021 Eco-Demonstrator flight tests, but those Boeing tests have been cancelled. Thus we are now planning to flight test in South Carolina with the SC Civil Air Patrol (CAP). NASA and Boeing are fully in support of this. [In addition, we are having discussions with two companies regarding including our radio designs in ongoing ICAO standardization for LDACS, and this flight testing would be helpful in support of that. Initial discussions with the ICAO standards group (Digital Communications Infrastructure Working Group) have begun.]

Please explain the purpose of operation:
The purpose is to test air-to-ground Advanced Digital Aeronautical Communications System in the L and C frequency bands using Internet Protocol (IP) standards. Airborne testing will be accomplished on a small aircraft of the CAP, potentially a GippsAero GA8.
