Please explain in the area below why an STA is necessary:
An STA is requested to perform new testing on an experimental X-band radar system. New experiments are required to validate the systems pointing control, modified receiver architecture, and calibration. Measurement of calibrated targets is needed. The radiation details and transmit hardware remain the same as in the previous STA application. The system is tunable in order to support scattering phenomenology research over operational bands covering 8-14 GHz. We wish to begin testing the system beginning in November 2019 and extending for approximately 6 months through the end of April 2020.

An STA is requested to perform new testing on an experimental X-band radar system. New experiments are required to validate the systems pointing control, modified receiver architecture, and calibration. Measurement of calibrated targets is needed. The radiation details and transmit hardware remain the same as in the previous STA application. The system is tunable in order to support scattering phenomenology research over operational bands covering 8-14 GHz. We wish to begin testing the system beginning in November 2019 and extending for approximately 6 months through the end of April 2020. We have received a new contract that has allowed system improvements, which now require testing and validation.
Special Temporary Authority application - Initial values - Purpose of Operation
Please explain the purpose of operation:
Calibration and radar testing. The purpose of operation is to demonstrate a prototype data collection system showing the capability to produce high-resolution range-Doppler maps and radar imagery for scattering research via the proposed radar hardware architecture. The proposed operation will cover a frequency range from 8-14 GHz in a pulsed, stepped-frequency mode with relatively low power output. Instantaneous bandwidth is limited by the hardware to no more than 200 MHz. The objective range for objects of interest will be approximately 10-20 kilometers. The objectives of the testing are to characterize system coherence and stability, validate new software and hardware upgrades, and to demonstrate frequency stepping through approximately 2 GHz in effective bandwith for a particular experiment. The testing will quantify the systems capable operating range, and show its high-resolution imaging capability.

Instantaneous bandwidth is limited by the hardware to no more than 200 MHz. The objective range for objects of interest will be approximately 5-10 kilometers. The objectives of the testing are to take measurements of calibrated targets, test a new receiver architecture, and gather some ground clutter measurements for comparison with simulation models.
