Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
An STA is requested to perform testing on and demonstration of an experimental X-band radar system. The system is tunable in order to support scattering phenomenology research over operational bands covering 8-14 GHz. We wish to begin testing the system beginning in mid-March 2016 and extending for approximately 5 months (through approximately the end of summer 2016). We have received a contract extension to perform final demonstration of the system in September, and request a corresponding extension of the STA.

Special Temporary Authority application - Purpose of Operation

Please explain the purpose of operation:
Radar testing The purpose of operation is to demonstrate a prototype data collection system showing the capability to produce high-resolution range-Doppler maps and radar imagery for scattering research via the proposed radar hardware architecture. The proposed operation will cover a frequency range from 8-14 GHz in a pulsed, stepped-frequency mode with relatively low power output. Instantaneous bandwidth is limited by the hardware to no more than 200 MHz. The objective range for objects of interest will be approximately 10-20 kilometers. The objectives of the testing are to characterize system coherence and stability, and to demonstrate frequency stepping through approximately 2 GHz in effective bandwith for a particular experiment. The testing will quantify the systems capable operating range, and show its high-resolution imaging capability.
