Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
An STA is necessary to fulfill contractual obligations under AFRL contract #FA8650-14-D-1714 0003, subcontract PO #10169. The contract statement of work requires the development, testing, and demonstration of an X-band mobile bistatic data collection system for scattering research over operational bands covering 8-14 GHz. Phase 2 (the current phase) of this project requires experimental demonstration of the system beginning in late January 2016 and extending for approximately 5.5 months (through early July 2016). The overall Phase-2 subcontract duration is approximately 15 months, of which the first 9-10 months involves upgrades to the systems frequency range and transmit power.

Special Temporary Authority application - Purpose of Operation

Please explain the purpose of operation:
Radar testing The purpose of operation is to demonstrate a prototype data collection system showing the capability to produce high-resolution range-Doppler maps and radar imagery for scattering objects via the proposed radar hardware architecture. The proposed operation will cover a frequency range from 8-14 GHz in a pulsed, stepped-frequency mode with relatively low power output. Instantaneous bandwidth is limited by the hardware to no more than 200 MHz. Scattering objects will be located at distances of 10-20 kilometers. The objective of the testing is to demonstrate the capability to synchronize and provide coherence between transmitter and receiver in a bistatic geometry, and to demonstrate frequency stepping through approximately 2 GHz in effective bandwith for a particular experiment. The testing will demonstrate the systems ability to shift this 2 GHz within the 8-14 GHz range, the systems required sensitivity, and its high-resolution imaging capability.
