Please explain in the area below why an STA is necessary:
An STA is required to conduct experimental testing of a UAAN(ISO/IEC 4005)-based drone communication system in the 5.1415 GHz band, which is not available for unlicensed use. The testing will take place over only 10 days, and we will not need longer.

Special Temporary Authority application - Purpose of Operation
Please explain the purpose of operation:
University of North Dakota is conducting testing on effective airspace management systems. The goal is finding effective ways to mitigate air-to-air collision between multiple uncrewed aircraft, as well as for uncrewed-crewed aircraft. We are in a Joint Research Agreement with ToBScommunication Inc. (The software/hardware developer) to test Detect and Avoidance equipment on multiple UAS. UND provides the facility to safely fly, and the pilots to fly the aircraft.
