Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
The currently unknown RF response characteristics of various electronic devices make it uncertain exactly what frequencies and power levels are optimum to evaluate our method of detection. The purpose of requesting this STA is to perform near-term testing which will allow us to better define and refine the operational parameters which are ultimately expected to require additional testing and another STA to ultimately prove out our device detection technique.

Special Temporary Authority application - Purpose of Operation

Please explain the purpose of operation:
The purpose of this research program is to evaluate a new RF method for remotely detecting electronic devices. This method has been tested in an RF anechoic chamber but needs to be evaluated in an outdoor environment. Testing will involve emitting specific RF frequencies which are proprietary and export controlled and spatially scanning a line-of-site (1m to 100m) field-of-regard with directional helical antenna. The details of the RF pulse characteristics, helical antenna, spatial scanning, and ultimate application are all considered to be government sensitive information and are export controlled. This project is being done under contract with the United States Department of Defense specifically the Army Us Space and Missile Defense Command and the Leonard Wood Institute. The USASMDC contract number is no. W9113M-09-C-0046. The point of contact is Dr. Larry Altgilbers, 256-955-1488. The Leonard Wood Institute contract no. is W911NF-07-2-0062. The point of contact is Mr. Dorsey Newcomb, 573-329-8502. The specific contract and agency are considered to be government sensitive information along with the specific defense-related application area that this work is addressing.
