Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
UDRI is developing a new first responder tracking technology using frequency shifted 420-449.9 mhz band radio signals. The technology will allow tracking accuracy and effectiveness that overcomes problems with GPS technology and saves firefighters lives. An STA is required in order to allow for testing of the prototypes of the new products using the technology. The prototypes are not for sale.
