Please explain in the area below why an STA is necessary:
I would like to get permission to operate our HF radar (CODAR) systems by November 2004, when they are due to be installed and set up, for testing purposes, and to verify that the systems are working properly. This would also better accomodate the schedules of the support personell from CODAR Ocean Sensors Inc. that will assist in the installation. This would be a temporary measure while our regular license application is pending (file #: 0206-EX-PL-2004)

The purpose of the CODAR system is to map ocean surface currents over an area of western Long Island Sound, as part of the University of Connecticuts Long Island Sound Integrated Coastal Observing System. The data from the two CODAR sites will be used to study circulation and dispersion patterns and improve predictive computer models. The data will also be used to improve the prediction models used by the US Coast Guard for search and rescue operations.
