Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
Experimental application. An STA is necessary so the applicant can test the operation of its wireless water metering system in the United States, previously designed for and operated in Europe for European systems, and its compatibility with US water systems and topography while investing in a re-engineering of the RF portion of the system to a band suitable for US operation and compliant with Parts 2 and 15 of the Rules. The applicant will want to install and operate its system to ensure compatibilityof the underlying system, and to correctly adjust for RF design changes that it will need to make. It must test its system connected to selected water distribution systems in the US to ensure compatibility, and can currently only do so with the RF components it currently uses in Europe. As the RF redesign may be impacted by compatibility questions, it needs to run these tests while undertaking system design changes.

Please explain the purpose of operation:
To test on remote water metering and its propagation characteristics. Run experimental tests on remote water metering to test the propagation characterists. The purpose of the operation is to install the Suez Environment VHF AMR System for a limited time period and on a limited basis in selected water distribution systems in the US in order to evaluate necessary design changes. The test will help the applicant determine special RF design and system installation and placement concerns driven by US topography, power and other factors that may differ between the locations where it currently operates systems in Europe and the US.
