Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
We have developed a digital video transmission system for transmitting information from a mobile camera, and require an STA to demonstrate the system. An STA is necessary as the equipment involved is experimental and has not been approved for use in the U.S. It is anticipated that the equipment will ultimately be used under FCC rule part 90 (Private Land Mobile Radio Services) by an Emergency medical licensee. Purpose of operation is to permit a low power video signal from a mobile video camera to be transmitted to a base station. In particular, the proposed system will be used to allow a rescue vehicle to transmit a low power video signal from the vehicle to a base station linked to a Trauma center so that a Trauma surgeon can view the condition of the patient in transport.
