Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
UCA International Users Group is a not-for-profit corporation focused on assisting users and vendors in the deployment of standards for real-time applications for several industries with related requirements. Every second year the UCA is organizing an IEC 61850 interoperability plugfest (IOP) with the target to ensure standard compliance and interoperability of Smart Power Grid equipment from different vendors. The 2017 IOP will take place in new Orleans. During the interoperability tests mission critical integrated tests cases will be performed that will require accurate time synchronization via GPS. Since there is no GPS reception available in the ballroom of the hotel where the IOP takes place we are intending to receive a life GPS signal outside the venue and to use a GPS-repeater to re-transmit the GPS signal in the ball room.

Special Temporary Authority application - Purpose of Operation

Please explain the purpose of operation:
During the interoperability plugfest time critical integrated test cases have to be executed that require time synchronization via GPS. Since it is not feasible to place several dozens of GPS reception antennas outside the conference venue and to run the same amount of cables into the ballroom of the hotel where the conference is taking place we are planning to use a GPS repeater. This repeater will receive its input signal from a GPS antenna located outside the hotel and will re-transmit the GPS signal inside the ballroom. Due to the fact that the ballroom has no windows and no doors to the outside we can be sure that there will be no distortions to any GPS users outside the hotel ball room.
