Please explain in the area below why an STA is necessary:
The georadar-equipment to be licensed is owned by a German university and will be used only for research purpose in the frame of a cooperation of Harvard University and the University of Tuebingen in the frame of a German Science Foundation proposal and support of the Southern California Earthquake Centre. As suggested by the FCC, a STA provides the easiest way to obtain permission to operate georadar equipment owned by a foreign university under the given conditions. We plan a georadar survey in central LA and the Death Valley using 200 Mhz (and 100 MHz, 189st04) antenna to map the shallow expression of concealed thrusts. Hidden, concealed thrusts pose major uncertainties in hazard estimations of this area. Since the surface-deformation by such faults is mostly subtle and short-lived, shallow subsurface surveys contribute substantially to their recognition. While trenching and other outcrop techniques provide high resolution information, they are time and cost intensive. Georadar is an alternative fast remote technique to map shallow structures in the underground and can be applied efficiently in short time over a relatively large area. While the geoscientific application of georadar has been carried out by our groups in more remote locations no experience exists as of now in urban centres like Los Angels. In the proposed survey we will try to map previously described structures in Los Angels and analogs in the Death Valley. One major challenge of the survey will be to understand and minimize the effect of ?noise? in an urban environment influencing the quality of the georadar survey.
