Please explain in the area below why an STA is necessary:
TrackNet Inc. intends to conduct a short term experiment (less than 4 months) where radio emitting devices are being deployed that fall under FCC 15.247. The devices are low-power, non-licensed radio transmitters operating in the license free, US 902-928MHz ISM frequency band with a peak output power of less than 20dBm for trackers, 27dBm for gateways. TrackNet intends to go through the regular FCC certification process, but needs to start a trial before the certification process begins.

Please explain the purpose of operation:
The purpose of the operation is a proof of concept that a car location application can be implemented using ISM band wireless technology. The goal is determining the exact geolocation of stationary cars in a used car sales parking lot. TrackNet intends to place a tracker in each car (up to 4000 cars), and a few gateways (less than 10) in the parking lot, and have the trackers send periodic geolocation data to the gateways in the US 902-928MHz ISM band. The location of the experiment is in a geographically confined area, on a privately owned land in Florida (600 Sansburys Way, West Palm Beach, FL 33411). All operating trackers and gateways are to stay within the property for the duration of the experiment. The wireless technology to be deployed is based on Semtech’s LoRa spread spectrum modulation (SX127X product family), and the application falls under FCC Part 15.247. The hardware pieces (trackers and gateways) are custom devices developed by TrackNet, which will be pre-tested in a lab and installed by properly skilled and experienced staff to ensure regulatory compliance.
