Special Temporary Authority application - Purpose of Operation
Please explain the purpose of operation:
For unit training and as an operational test of the Prepositioned Expeditionary Assistance Kit (PEAK). For unit training and as an operational test of the Prepositioned Expeditionary Assistance Kit (PEAK), a humanitarian assistance/disaster relief kit. The PEAK system is intended to provide limited essential services in the immediate aftermath of a disaster event. The kit includes a hybrid power supply, water desalination, communications and situational awareness components. The communications component consists of a small cell phone system and a BGAN satellite comms unit. The cell phone system is a GSM pico cell that puts out 5W and is selected to operate in the 900MHz band. Its not intended for use in the US. Rather, the system is designed for use in less developed countries, and only as a stop-gap measure with a 2-mile radius until the indigenous cell phone system comes back on line. The PEAK cell phone system includes a scanning feature to select a part of the spectrum that is not being used locally. The operator selects the most appropriate 200KHz-channels for transmit (between 925-960MHz) and receive (880-915MHz). We expect to have secondary priority to anyone else using the 900MHz band during testing, and will select frequencies that avoid conflict with other users. The communications component will be setup, operated and broken down repeatedly for training value over the course of the exercise. Each time the equipment is setup, the user will be required to scan and select a frequency that is not being used locally.
