Please explain in the area below why an STA is necessary:
For the Solara project, we require the use of a Fixed ground based tracking antenna system with a narrow beam width and a airborne low gain omni antenna for our project. As per FCC 47.15.247 for 900 MHz and 5.8 GHz frequencies the use of greater than 6 dBi antennas are restricted for non-fixed point-to-point operations. We require the fixed antenna to be >17 dBi gain but are under or at the 1W transmission. (28 dBm for 5.8 GHz, 30 dDm for 900 MHz

Please explain the purpose of operation:
Titan Aerospaces Solara program will develop solar/electric unmanned systems for eventual high altitude, long endurance (HALE) flights. The Solara-10 is the first aircraft system is a series. It is intended to explore flight characteristics and aircraft control systems, provide crew training and market survey. Solara-10 will be followed by subsequent aircraft systems that will reach higher altitudes and longer durations. The project uses off the shelf electronic parts to speed up development and reliability. The autopilot uses a 900 MHz 1W transceiver for telemetry links and will use a 5.8 GHz 600mW secondary backup link also used for payload and video transmission. The flight plans will take the vehicle up to and past 50km away from the base station. This is the requirement for the experimental license. The area in question is devoid of population and structures as it is a high desert area. The ground based radiators will fixed on the Solara aircraft only while in flight and turned off while not in flight. The airspace the aircraft will be flown in will be sanctioned by the FAA and local airspace is aware of the operation.
