Please explain the purpose of operation:
This is the next step in radar calibration hardware development to use hardware developed by JHU/APL in the field. Calibration hardware is to be checked out in Maryland under previously submitted STA request 0781-EX-ST-2013. This purpose of this new request is for use of the radar calibration hardware in North Carolina on a lofted platform. The clearances to loft this calibration hardware on a weather balloon is being coordinated with the FAA.

Please explain the purpose of operation:
To transmit HF waveforms from a lofted platform to calibrate the ROTHR radar. This hardware development is being funded through an IRAD program at JHU/APL to develop test hardware for use with the ROTHR radar. It will only be used in the US. This specific STA request is for approval to transmit waveforms from a lofted platform as allowed/authorized by the FAA. The frequencies listed in this STA request have been negotiated with ROTHR representatives. The hardware for this test has been checked for proper operation at JHU/APL in Laurel MD under STA authorization 0781-EX-ST-2013, granted 8/27/2013. The Program Manager of this effort at JHU/APL is Hans Widmer (240-228-2977, Hans.Widmer@jhuapl.edu). These tests may be repeated near Camp Lejeune, NC later in 2013 or early 2014.
