Special Temporary Authority application - Purpose of Operation

Please explain the purpose of operation:
Testing of a simultaneous transmit and receive radar. The STA request is proof of concept testing of a simultaneous transmit and receive radar, configured with special processing to account for close-in radar clutter. To best test this system economically, the radar must be positioned from a high vantage looking downward toward the surrounding terrain and horizon to best simulate an airborne system. For this testing, the antenna will be mounted on a tripod and positioned on top of one of the buildings on the JHU/APL campus in Laurel, MD.
