Special Temporary Authority application - Purpose of Operation

Please explain the purpose of operation:
To evaluate the ability of a low-power Ka-Band radar system to detect targets over land and sea. Initial testing will take place at the JHU/APL campus in Laurel Maryland with intention to transition later to a site along the Chesapeake Bay. Focus of the testing is to determine the effects of the atmosphere on target detection.
