Please explain in the area below why an STA is necessary:
The STA is necessary to authorize the Boeing Mesa Range D outdoor testing facility to conduct outdoor range testing and IRAD for various following Military programs. The Boeing Mesa range D facility is the only Boeing facility that has the capability to test a wide variety of characterization parameters and has various unique ground planes required to perform the tests and measurements.

Please explain the purpose of operation:
Range D is used to produce 3-axis radiation patterns of developmental or production antennas. Range D supports development and characterization of specialized antennas for use on current and future DoD platforms, and supports final qualification testing of production versions of the antennas. The transmitting parameters of the test facility will never change from those cited in the FCC submittal; only the Antenna Under Test (AUT) will change characteristics, and the AUT will always be in the receive mode.
