The STA is necessary because the testing is needed as soon as possible. The test dates will only be from January 7-25, 2013. Very short term license and will comply with any recommendations to include off hour testing.

Please explain the purpose of operation:
This assignment is for electromagnetic pulse tests in Aircraft and designed to cover a worse case test emission. A signal generator will send a non-pulsed carrier wave via hard line to aircraft hull to test nuclear survivability of the aircraft. License is required because the fuselage will actually be emitting the 2MHz requested at a low power. Stationary probes are positioned onboard the aircraft and outside of it and the measured comparison values will determine nuclear survivability, or if aircraft requires maintenance.
