Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
Telensa Limited makes smart streetlight control systems and wireless smart city applications. Telensa Limited is currently piloting smart sensors and wishes to run a pilot in Harrisburg. The pilot will deploy environmental sensors connected to a Smartbox that sends data to Telensa systems via Ultra Narrow Band radio signals. The SmartBox1 is built from parts/ assemblies that have been tested individually and shown to comply with the appropriate FCC radio and EMC regulations. The SmartBox1 is in early development. The proposed trials are part of the development process that we need to run in parallel with other development activities such as EMC assessment of the SmartBox1. The Mean Well power supply meets EN 55022 Class B radiated and AC port conducted emissions limits. Part 15.109(g) Beagleboard BBWL-SC-562 uses the Texas Instruments WL1835MOD module, certified under FCC ID Z64-WL18SBMOD. The BBWL-SC-562 assembly has been tested and meets 15.107 class B limits for AC port conducted emissions and 15.109 class B limits for radiated emissions measured up to 13 GHz. The Telensa TCPA-3 ultra-narrowband transceiver is certified under FCC ID XYD-2NXD and meets class B limits for both parts 15.107 and 15.109. For RF safety the SmartBox1 is a mobile device, a separation distance of at least 20 cm is maintained between the SmartBox1 antennas and the human body. The SmartBox1 contains 3 transmitting devices for 802.11b/g/n, Bluetooth and UNB. The 802.11b/g/n and Bluetooth transmitters are both in the WL1835MOD module and have been assessed for co-located operation as part of the module certification. The transmitting antenna for the TCPA-3 ultra-narrowband transmitter is located on top of the SmartBox1 enclosure. The spacing between the TCPA-3 antenna and the WL1835MOD antennas is 25 cm, measured to the centre of the antennas. If the transmitters are assessed as co-located transmitters the aggregated power density/MPE limit is < 1.
