Please explain in the area below why an STA is necessary:

Tecore was awarded a contract by the State of Maryland (Department of Public Safety and Correctional Services) to expand the coverage area of an exisitng managed access operation in Baltimore prison facilities. This STA will allow for a period of construction and testing, after which the commercial carriers will submit their individual form 608s to amend previously approved de facto spectrum leases.

Special Temporary Authority application - Purpose of Operation

Please explain the purpose of operation:

To construct, deploy and operate a managed-access system. Tecore will construct, deploy and operate a managed-access system to assist the State of Maryland, Department of Public Safety and Correctional Services, in restricting unauthorized and contraband commercial wireless usage by prison inmates. The system will allow approved personnel and other persons full access to wireless network services through their existing wireless subscriptions. All 911 calls, from authorized and unauthorized devices, will be delivered to the appropriate public safety access point.
