Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
TalkTelio verifications tests with South Carolina Department of Corrections - SCDC, and CTIA, NTIA, VT-ARC will ensure the DetectTalk MobileWall - DTMW Systems operates at all times within the inside perimeters of the SCDC Broad River prison Site at Columbia, SC. DTMW automatically monitors, detects, locates, and eliminates the use of all inmate contraband mobile communication devices - CMCD. Every DTMW Devices automatic monitoring, detection, locating, and elimination of all cellular, Wi-Fi, and Bluetooth attempted use is physically engineered, tested, and proven not to exceed approximately 30 feet in a 360 radius using DTMW omni-directional antennas and 90 feet in a 180 radius using DTMW directional antennas. This ensures at all times under all circumstances that DTMW has zero effect outside the parameters of the prison site. Guaranteeing DTMW has zero effect to the Public and zero effect to cellular carrier networks. DTMW is designed to be 100% constitutionally compliant and purposely does not capture any mobile communication device information, nor any call detail records, nor any call, text, data communications, nor any other communications at any time. DTMW will not affect Public 911 calls, nor any cellular, Wi-Fi, and Bluetooth communications at any time that are outside the 100% controlled DTMW secure prison areas of coverage. DTMW includes a remote hierarchy and can be powered OFF/ON by device, by Building Floor, by Building, by Site by TalkTelio and at any time during the STA period. In addition a 800 contact “Hot” number will be provided to every carrier and all respective parties during the entire STA period to contact the DTMW team at any time. Prior to enabling the DTWM automatic elimination function the parties will control the areas of coverage, determine baseline carrier frequency coverages and power levels with DTMW first OFF, then ON. And measure DTMW OFF and ON and validate real time by Spectrum Analyzer measurements and concurrently using live mobile devices (AT&T, T-Mobile, and Verizon) that DTMW operates exactly as engineered without any affect on authorized public users nor interfere with carrier band frequecnies, or otherwise at all time within and outside the prison parameters.

Please explain the purpose of operation:
DetectTalk MobileWall - DTMW is critcally necessary to automatically eradicate the unabated inmate CMCD from the South Carolina Department of Corrections . - SCDC State prisons to stop inmates, detainees, etc. behind bars using CMCD that coordinate with gangs, cartels, terrorists, and crime rings inside and outside the prisons that confront released inmates, and prison staff, and victims and witnesses of crimes, and external law enforcement, and judges, and prosecutors, etc., and each and all their respective families. The daily internal and external dangers of CMCD is life and death, constant terror, beatings, killings, lives shattered and destroyed, endless extortion, dangerous power, control, and intimidation. And the number one danger in all prisons. And likewise, to all prison staffs, vendors, inmates, detainees, released inmates, victims and witnesses of crimes, external law enforcement, judges, prosecutors, etc., and each and all their respective families. And to all Americans and the public worldwide!
