Please explain in the area below why an STA is necessary:
The KTOZ-AM license was issued to The Entertainment Network, Inc.. It authorized the corporation to operate a day time Class D station on a frequency of 1060 Khz at .5 Kw power at location #17022, at 2607 West Bennet Street in Springfield Missouri, using a tower (Reg. Nr. 1005288) at this location. The tower (Reg. Nr. 1005288) was destroyed on December 19, 1997. The tower was on leased property. The lessor would not allow the tower to be rebuilt and erected at this site, and ordered the station to vacate the premises. On March 27, 1998, the FCC granted a Special Temporary Authority to broadcast from a tower (formerly used by KIDS-AM 1340) at 37-12-30 North Latitude and 93-17-32 West Longitude. The STA had an expiration date of September 6, 1998. KTOZ-AM has continued to broadcast from this location complying with all other provisions of the license. Effective December 15, 2003, the KTOZ-AM license was assigned from The Entertainment Network, Inc. to T.E.N. USA, Inc. We at T.E.N. USA, Inc. have been unable to locate any FCC document in the former corporations files which authorized continued operation after the STA expiration date. On January 22, 2004, we advised the Mass Media Bureau, Audio Services Division of this situation and requested guidance. On February 3, 2004, Norm Miller of Audio Services Division advised us to apply for a STA to legitimize current operation from our present location and tower until such time as we could process an appropriate Form 301 application.

Please explain the purpose of operation:
T.E.N. USA, Inc. will operate a day time Class D radio station with call letters, KTOZ-AM. The station will operate on a frequency of 1060 Khz with .5Kw power. Operations will be conducted from a business office and studio located at 610 West College Street in Springfield Missouri. Broadcasting will emanate from a 175 foot tower (Reg. Nr. 1007776) at this location with geographical coordinates 37-12-30 North Latitude and 93-12-33 West Longitude.
