Please explain in the area below why an STA is necessary:
STA is necessary in order to permit the initial testing and rollout of an auditory assistance device at the Super Bowl in Dallas, Texas, which will enhance the spectators listening experience of the music performances before the game and afterward. The single transmitter must, in order to serve the many receivers in the stadium, operate at higher power levels than those permitted pursuant to Section 15.237 of the Commissions Rules, which permits emissions at field strengths of only 80 millivolts per meter measured at 3 meters. For this initial test operation, higher transmitter power is necessary from a single transmitter in the football stadium.

This single-transmitter, multiple receiver concept, operating on a single, 200 kHz channel within the 74.6-74.8 MHz band, likely centered at 74.7 MHz, will enhance the experience of stadium fans at the Super Bowl by allowing them high-quality audio reception of music performed on the field before the Super Bowl football game and during the halftime show. This operation will be coordinated in advance with the NFL Game Day Coordinators and the Dallas SBE coordinators to insure against interference. The system will be shut down immediately in the event of any interference complaint that is not possible of immediate cooperative resolution.
