Please explain in the area below why an STA is necessary:
This application uses information from previous grant 0028-EX-ST-2019 and covers the experimental first-stage recovery operations of the two side boosters following a Falcon Heavy launch from LC-39A at KSC. This request for authority is limited to two functions: 1) Pre-launch checkout of the command uplink from an onshore station at launch site, and 2) Command of the landed stages from the recovery boats. All operations are pre-coordinated with the launch Range. Launch vehicle communications for this mission are covered by a separate authorization.
