Please explain in the area below why an STA is necessary:
Extension request, for STA File No. 0395-EX-ST-2013, Call Sign WG9XHP, which is set to expire on October 18, 2013. An extension of the existing temporary authority is requested, for an additional period of time not exceeding the standard six months for STAs, and expiring as soon as the launch has been completed. Existing STA Special Conditions shall continue to apply. SpaceX shall coordinate and schedule operations at Vandenberg AFB through Air Force Space Command, 30 SW/XP Spectrum Manager, and NASA JPL/DSN SMO.

Special Temporary Authority application - Initial values - Purpose of Operation

Please explain the purpose of operation:
Launch vehicle communications, for commercial space launch mission from Vandenberg AFB. Launch vehicle communications, for commercial space launch mission from Vandenberg AFB. Launch date is currently planned for 17 July 2013. Primary payload is Canadian remote sensing satellite. Secondary payloads include two experimental satellites developed by U.S. universities, under Federal research program. All payloads are intended for deployment into a low Earth orbit, approx. 325x1500km, inclined at 81 deg. Following nominal payload deployment, the launch vehicles Second Stage will finally maneuver to a different orbit, approx. 320x1495km, inclined at 64 deg. The launch licensing authority for this mission is the FAA Office of Commercial Space Transportation. Orbital debris mitigation information will be reviewed through FAA processes in connection with pending License No. LLS 13-084.
