Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
As noted below, Southwest Research Institute seeks authority to conduct tests of prototype transmitters under development to evaluate their performance and functionality as part of its research and development as a subcontractor on behalf of a United States government contract. It proposes to commence the testing under the requested STA on Novermber 2, 2026, and, absent unforeseen circumstances, to complete such testing within 6 months. Thus, SwRI does not anticipate the need for a regular experimental license.
