Please explain in the area below why an STA is necessary:
We hope to install a temporary low power VHF radar system (PortMap, designed by Dr. Mal Heron) to measure surface currents in a salt marsh setting. The experiment will occur while extensive in-situ instrumentation is in place in the marsh, whose data will be compared with the radar returns for validation.

Special Temporary Authority application - Purpose of Operation
Please explain the purpose of operation:
We wish to demonstrate that radar returns from sporadically inundated marsh settings, covered with vegetation, are of sufficient signal to noise ratio that the derived velocity estimates are valid. This would open up a new use for these radar systems, and provide a method of measuring currents in settings that are otherwise very difficult to measure.
