Please explain in the area below why an STA is necessary:
Operation is required only for the EXTiC 26-2 assessment, a fixed, short-duration U.S. Government emerging-technology event at the Playas Research and Training Center, New Mexico, on 27 to 29 July 2026, with setup from 26 July. Sine Advanced Engineering needs temporary authority to operate its developmental UAS command, telemetry, positioning and video radios at that single location and time. Because the requirement is tied to one short event rather than ongoing operation, a Special Temporary Authority is the appropriate instrument.

Please explain the purpose of operation:
Sine Advanced Engineering will operate developmental unmanned aircraft system radios in support of the EXTiC 26-2 assessment, in which Sine acts as the red team. The equipment is the Sine.link frequency-hopping, encrypted command and telemetry link and the SNS positioning beacon network (both 500 to 1023 MHz FHSS), and the Sine.video Beam downlink (2150 to 2650 MHz). The purpose is to evaluate resilient command, control, GPS-independent navigation and video for multiple unmanned aircraft in a GPS-degraded, contested electromagnetic environment, flown against representative radar, electronic-warfare and counter-UAS systems. Operations are confined to the assigned range area under FAA-coordinated flight authorizations and range spectrum monitoring.
