Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:

We are requesting a SPECIAL TEMPORARY AUTHORITY (STA) in order to import and provide a technical assessment of several consumer devices that are being sold to cause intentional radio interference. Our planned experiments are being designed to avoid any and all interference to existing consumer networks. We currently have several resources for preventing superfluous transmissions. In a previous research project, we worked with a law-enforcement agency and a private security firm to investigate a combination of forensic Faraday bags[1] and several homemade options. We also have a 5x5 Faraday cage that we use for conducting our testing in the basement. In order to provide a technical assessment of radio interfering devices, several devices will need to be imported and tested in our office, which is currently prohibited under The Communications Act of 1934 Section 302(b) and The Commissions Rules Section 2.803. For this we are requesting an exemption for the period of our testing. As the researcher conducting this activity, I am the main point of contact for any questions / concerns. On a personal note, I have been an amateur radio operator for several years now and from my interactions in the radio community I understand the importance of ensuring that all my work does not harm any external parties. Special Temporary Authority application - Purpose of Operation

Please explain the purpose of operation:

We are currently doing research into radio frequency interference devices that are being sold on the Chinese, Ukrainian, and underground markets. Devices capable of producing harmful interference to cellular, VHF, UHF, and GPS frequencies are being sold at various on-line websites and allow for shipping to US entities. The objective of our investigation is to identify the intended (and actual) transmission frequencies of these devices and provide a technical assessment of their capabilities. Media organizations have reported on groups have considered or used devices to hinder cell-phone operations.
