Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
Shared Spectrum Company (SSC) developed Dynamic Spectrum Access (DSA) radio technology in combination with Automatic Link Establishment (ALE) under a Defense Advanced Research Projects Agency project. The Cognitive Radio technology provides for a policy based, spectrum sensing, software system to dynamically assign spectrum and not interfere with legacy users. Whereas ALE provides a sounding approach to locate frequencies that allow for improved link range based on propagation characteristics. The approach is to increase spectrum availability and usage dramatically (e.g., an order of magnitude) by dynamically sensing and adapting in frequency, time and space, and increase communications range. This STA is necessary in order to conduct a demonstration of the developed technology as part of the U. S. Special Operations Command (USSOCOM) Tactical Network Testbed (TNT) Collaboration. The technology will be demonstrated in the field at Camp Roberts, CA to show the capability of the technology and the applicability to the USSOCOM mission. Specifically USSOCOM issued a solicitation; RFI-TNT-13-3_TNT_Experimentation dated 20 Mar 2013 wherein USSOCOM invites industry, academia, individuals and Government labs to submit technology experimentation nominations addressing innovative technologies leading to possible Government/Industry collaboration for development of USSOCOM technology capabilities. The intent is to accelerate the delivery of innovative capabilities to the Special Operations Forces (SOF) warfighter. SOF experimentation will explore emerging technologies, technical applications, and their potential to provide solutions to future SOF capabilities. The final FY13 SOF Experimentation focus area will be conducted on 4-13 Jun 2013 at Camp Roberts, CA.

Special Operations Command (USSOCOM) Tactical Network Testbed (TNT) Collaboration event. This STA is necessary in order to conduct a demonstration of the developed technology as part of the U. S. Special Operations Command (USSOCOM) Tactical Network Testbed (TNT) Collaboration. The technology will be demonstrated in the field at Camp Roberts, CA to show the capability of the technology and the applicability to the USSOCOM mission. Additionally low-power outdoor tests of the technology will be conducted prior to the event in the locale of SSC. This demonstration will show a prototype radio system combining ALE and frequency agility enabled via DSA. These frequencies will be used to demonstrate the system, which uses an IEEE 802.16 modem (1.75 MHz bandwidth) that can operate anywhere from 450 MHz to 512 MHz. These are tightly controlled, outdoor tests and demonstrations to exhibit the effectiveness of the developed technology.
