Please explain in the area below why an STA is necessary:
Concurrent with this application, SES Americom, Inc. (?Applicant?) has filed an application for a regular experimental license (see file no. 0009-EX-PL-2007) covering the same frequency and location (although with a higher requested power) as WC9XRI. Pursuant to Section 5.61(b) of the FCC?s rules, Applicant requests an extension of its existing STA so that it may continue its current operations pending disposition of the regular experimental application. The operations involve testing and suitability assessment of equipment which Applicant will use in field trials of the DVB-H technology at issue. Applicant has been unable to complete its intended testing due, in part, to the fact that its related STA application for authorization on Channel 54, filed September 18, 2006 (file no. 0705-EX-ST-2006), is still pending. As explained in that application, the planned service offering will involve the use of two non-adjacent channels. Therefore, the use of both Channels 54 and 59 will be needed in order to test the seamless integration of two different frequency blocks on a handheld receiving device.

Additionally, baseband processing systems such as video compression and multiplexing will be tested to determine if they are consistent with standards. The DVB-H system to be tested incorporates a number of new technologies which require laboratory testing because items such as H.264 compression, error correction, and OFDM modulation methods are not yet deployed in the U.S.
