Please explain in the area below why an STA is necessary:
The State of Oregon in cooperation with the FAA has given Sensis Corporation a grant to deploy Universal Access Transceiver - Ground Based Transcievers (UAT-GBTs) at regional airports in Oregon. Due to the short schedule to operation of this grant, STAs are needed to allow the UAT-GBT stations to operate while waiting for a full experimental license to be approved. The full duration of the broadcast system will be five years.

Testing of a Universal Access Transceiver - Ground Based Transceivers (UAT-GBTs) at regional airports in Oregon. The GBT-UAT will provide advisory data link services to General Aviation (GA) aircraft in and around the deployment location. This information includes weather data and position information for other aircraft in the airspace.
