Please explain in the area below why an STA is necessary:
Sceye requires temporary authority on an expedited basis to provide command-and-telemetry coverage for an upcoming stratospheric transit flight (CT1) across the western United States, planned for July 2026. The flight schedule does not permit the processing time of a conventional experimental application, and an STA is the appropriate instrument to authorize these short-duration, time-sensitive operations.
