Special Temporary Authority application - Explanation
Please explain in the area below why an STA is necessary:
We have been working extensively with Ira Keltz Ira.Keltz@fcc.gov on this issue. The NOMINET database shows that only TV white space channel 19 is available for use in this region. According to simulations and Iras analysis, we believe that operation on channels 18, 19 and 20 will not cause interference with incumbents. We would like to deploy two base stations that will each operate on a maximum of two bonded channels: 18,19 or 19,20. The requested EIRP limit per 6MHz is 20dBm. The requested conducted power limit per 6MHz is 10dBm. The height limit is fixed at 10m. This application is to extend intended operations previously granted under file number 0958-EX-ST-2019. Due to unforeseen circumstances, we were unable to procure and install necessary equipment prior to the expiration data and thus, unable to conduct planned experiments.

Special Temporary Authority application - Purpose of Operation
Please explain the purpose of operation:
The purpose is to test and study TV white space in this region. Further, the deployment will occur on Santa Clara pueblo, Native American-owned land. The deployment will expand the reach of Internet connectivity into the pueblo to provide homes with Internet access. These homes are not currently online. This is part of a National Science Foundation funded project to expand the reach of Internet access to under-served communities, with a particular focus on Native Americans.
