Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
Rockwell Collins is a member of the Technical Advisory Committee working on defining revisions to MIL-STD-188-110B and MIL-STD-188-141B. One of the revisions is to define the technical parameters for new high speed data waveforms over HF using bandwidths wider than the traditional 3 kHz. Rockwell Collins is currently designing these new MODEM waveforms and testing them in the laboratory. After laboratory tests, we desire to test the new waveforms over the air to characterize performance and actual wideband HF channel propagation characteristics. The STA is necessary to obtain authorization to conduct limited over-the-air tests in HF channel bandwidths of 3.0, 6.0, 9.0, and 12.0 kHz.

Special Temporary Authority application - Purpose of Operation

Please explain the purpose of operation:
The purpose is to obtain performance data on the new experimental high-speed data waveforms over-the-air. The proposed over-the-air tests would be between three Rockwell Collins HF radio site: Oxford Junction, Iowa; Cedar Rapids, Iowa; and Richardson, Texas. A number of frequencies between 3.0 and 15.0 MHz are required allowing testing over various HF propagation conditions.
