Please explain in the area below why an STA is necessary:
The STA is necessary for an experimental Iridium (9602) and Globalstar (STX3) transmitter for space-based communication. Rocket Lab is requesting temporary FCC authorization to use the FCC-approved transmitters (FCC ID L2V-STX3 and FCC ID Q639603N) to transmit from a space-based location. The STX3 and 9602 transmitters will be operating exactly as was approved during the FCC equipment approval process; it will be using exactly the same protocols and have exactly the same FCC regulated characteristics as if it were transmitting from the earths surface.
