Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
USSOC is seeking to evaluate the efficacy of dismount localization systems in providing real-time position estimates for the modern warfighter in GPS-denied environments, during its Technical Experimentation Event 18-2 at Camp Atterbury-Muscatatuck. These systems typically need to be robust to GPS-denial. GPS has well-known limitations, including the inability to function in urban canyons, inside most buildings, or underground. In a more extreme case, should a war between a global power and the US occur, it is likely that GPS and other satellites would be targeted in attacks. The STA is needed for this USSOC testing and evaluation, which serves the public good.

The goal of the USSOC testing is to access if a user is able to seamlessly exit a vehicle and perform their mission, all while still maintaining a high accuracy localization solution in GPS-denied environments.
